inet: RAW sockets using IPPROTO_RAW MUST drop incoming ICMP

Yizhou Zhao reported that simply having one RAW socket on protocol
IPPROTO_RAW (255) was dangerous.

A malicious incoming ICMP packet can set the protocol field to 255
